Migration und Vertreibung in Afrika südlich der Sahara – Neue Publikation des BICC
Die neueste Publikation des BICC (Internationales Konversionszentrum Bonn) dokumentiert die Ergebnisse der internationalen Konferenz „Migration and Displacement in Sub-Saharan Africa. The Security – Migration Nexus II“ (13. – 14. Februar 2009, Bonn). Die vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) unterstützte Veranstaltung war der Süd-Süd Migration mit dem Schwerpunkt unfreiwillige Migration gewidmet.Im nun veröffentlichten BICC brief 39 – http://www.bicc.de/index.php/publications/briefs/brief-39 – stellen Expertinnen und Experten den Forschungsstand dar, fragen nach künftigen Untersuchungsaspekten und diskutieren konkrete politische Handlungsansätze.
„Flucht und Vertreibung, besonders als Folge von bewaffneten Konflikten, können die Entwicklung, Stabilität und Sicherheit der betroffenen Staaten beeinflussen. Sie sind eine große Herausforderung sowohl an das Handeln der Politik auf allen Ebenen als auch an die internationale humanitäre Hilfe“, unterstreicht Peter J. Croll, Direktor des BICC, in seinem Vorwort.
Rund 150 Teilnehmerinnen und Teilnehmer aus Wissenschaft, Politik und Zivilgesellschaft waren im Februar 2009 auf Einladung des BICC nach Bonn gekommen, um Ursachen und Erscheinungsformen unfreiwilliger Migration sowie Strategien des „Migrationsmanagements“ (migration governance) und der humanitären Hilfe zu diskutieren. Zu den Referenten zählten prominente Vertreterinnen und Vertreter aus der Forschung, den relevanten Ministerien und afrikanischen Regionalorganisationen sowie lokalen und internationalen humanitären Organisationen. BICC brief 39 umfasst Beiträge beispielsweise aus der Sicht der Afrikanischen Union (AU) und der Economic Community Of West African States (ECOWAS), des UN-Flüchtlingshilfswerks UNHCR, des Internationalen Roten Kreuzes (ICRC), des Internal Displacement Monitoring Centre (IDMC), Genf, sowie des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) und der KfW Entwicklungsbank.
„Die Komplexität der Ursachen, Formen und Konsequenzen von unfreiwilliger Migration nicht nur für die betroffenen Menschen und Herkunftsländer, sondern auch für die Transit- und Aufnahmeländer sowie die Vielzahl an Akteuren, die sich mit den daraus resultierenden Problemen beschäftigen, erfordern eine interdisziplinäre Herangehensweise“, lautet denn auch eine der Schlussfolgerungen, die Herausgeberin Clara Fischer in BICC brief 39 zieht.
Um eine nachhaltige Strategie zur Verhinderung von Flucht und Vertreibung zu entwickeln, müssten vor allem das bestehende nationale und internationale Recht sowie die lokalen Strukturen gestärkt werden, wird als weiteres Fazit der Konferenz dokumentiert. Schließlich regte die Konferenz ein Umdenken in der Entwicklungszusammenarbeit an – Prävention und die Bearbeitung der Fluchtursachen gehörten deutlicher in den Fokus der internationalen Gemeinschaft.

Migration and Displacement in Sub-Saharan Africa – A New BICC Publication
Bonn. The latest publication of BICC (Bonn International Center for Conversion) is a documentation of the results of the international conference „Migration and Displacement in Sub-Saharan Africa. The Security – Migration Nexus II“ (13-14 February 2009, Bonn). The event was supported by the Federal Ministry for Economic Cooperation and Development (BMZ) and was devoted to south-south migration with a focus on displacement.
In BICC brief 39 “Migration and Displacement in Sub-Saharan Africa. The Security-Migration Nexus II”, – http://www.bicc.de/index.php/publications/briefs/brief-39 – experts present the current state of research, consider aspects for future study and discuss concrete political approaches.
“Flight and expulsion, particularly as a consequence of armed conflicts, influence the development, stability and security of the states concerned and give rise to great challenges for action by policy-makers at all levels and for international humanitarian assistance”, Peter J. Croll, Director of BICC, underlines in his preface.
Approximately 150 participants from the fields of research, politics and civil society came to Bonn at BICC’s invitation to discuss the causes and types of displacement as well as strategies for migration governance and humanitarian aid. Speakers included prominent representatives from the field of research, the relevant ministries and African regional organizations, as well as local and international humanitarian organizations. BICC brief 39 documents points of view e.g. of the African Union (AU) and the Economic Community of West African States (ECOWAS), the UN High Commissioner for Refugees (UNHCR) and the International Committee of the Red Cross (ICRC), the Internal Displacement Monitoring Centre (IDMC) in Geneva as well as the Federal Ministry for Economic Cooperation and Development and the German KfW Entwicklungsbank.
“The complexity of causes, types and consequences of forced migration for the persons concerned, the countries and communities of origin, transit and destination as well as the variety of stakeholders engaged in displacement settings, require an interdisciplinary approach”, Clara Fischer, editor, says in the conclusions of BICC brief 39.
For preventing persecution and forced displacement, existing national and international law as well as local structures must be strengthened in order to develop a sustainable strategy for preventing flight and displacement. The conference called for a paradigm shift in development cooperation – the international community should focus its attention more on issues of prevention and the causes of flight.
